Abstract

In June of 2000, as part of the Army's Transformation Campaign Plan, the Chief of Staff, Army, (CSA) chartered a panel of both military and civilian experts to look at training and leader development within the Army. This panel of experts surveyed over ten thousand soldiers in the field; it concluded that current Army training and development programs do not successfully develop the self-aware and adaptive leaders necessary to execute the full spectrum operations of the Objective Force. We propose to design a web-based tool that will lay out a "map" of the career path that will produce the leaders needed for tomorrow's Army. The Leadership Measurement and Assessment Program (Leadership-MAP) will link measurable, validated leadership competencies to the career experiences (training, assignments, activities, accomplishments) that are associated with the acquisition of those competencies. At the end of Phase I, we will have developed a proof-of-concept for the Leadership-MAP tool, with specifications for how the final tool will be developed in Phase II. The Leadership-MAP will provide guidance to individuals who are developing their leadership skills, to Army personnel managers and commanders providing guidance to developing leaders, and to the institutions responsible for creating opportunities for leadership training.
