Abstract

The USAF is looking for a reliable, statistically quantifiable technique to predict the results of influence operations in such areas as PSYOPS, military deception, counterintelligence, public affairs, OPSEC, and etc. In response to this solicitation, 21st Century Technologies (21CT) proposes Metrics for Influence Operations Measurement (MIME), a project which will demonstrate techniques to: measure and predict market penetration, segment a target audience, detect and predict message propagation and impact, classify and predict epidemic profiles, and to detect and predict counter influence operations. Once we have demonstrated the feasibility of these techniques in MIME, we can begin integrating the technologies into an environment that automates the collections to measure the effectiveness of influence operations, responsiveness of the target to stimulus, and predicts success of planned operations. We will also explore methods of countering enemy influence operations.
