Abstract

Complex rules governing the release of intelligence to multiple coalition partners subject to treaties and organizational memberships (such as NATO) hinder our soldiers’ ability to distribute critical intelligence to our allies and coalition partners in a timely fashion. 21st Century Technologies and Syracuse University present TEGO, from Latin for ‘protect’ or ‘shield’. TEGO is an information security assessment tool that will automatically supervise IRC “Instant Message” (IM) chat sessions between US military personnel and foreign partners to prevent the disclosure of sensitive information. TEGO technology analyzes natural language text and locates patterns of information that may represent security violations; it forwards these potential violations to a Foreign Disclosure Officer (FDO) for review. While chat sessions are the initial target for TEGO, future versions could supervise electronic communications of all kinds. TEGO promises to increase the security of military intelligence and to give US officers and personnel the freedom to communicate with foreign allies and domestic counterparts without fear of violating complex information disclosure regulations. It will create an environment in which our soldiers are free to focus on their mission rather than details surrounding disclosure, an environment which will ultimately increase the safety of our troops and our nation.
