Abstract

One of the key challenges for Navy acquisition personnel (sponsors and program managers) is to track capabilities from the Research and Development (R & D) stage to deployment of a capability into the fleet to ensure the Navy is meeting current and future threats while filling the gaps in capabilities. SimVentions proposes a computerized tool that can help manage the interconnected levels of information that stand between a needed technology gap and the delivery of a capability that fulfils that gap. This tool will store and display the interconnected system of systems'data so the user can move about the program and view it from many angles and levels of abstraction (resolution) to see the data while maintaining the interconnections and showing the consequences of development delays and funding cuts. The tool will automatically highlight risks as the data is updated on a periodic basis. This will also allow the user to enter projected changes to conduct"what if"drills before critical decision are made. In this fashion, program managers and funding sponsors will be able to make more informed decisions on cost and schedule information pertaining to system and system of systems development efforts.
