Abstract
SCOUT (Sensor Coordination for Optimal Utilization and Tactics) is a Neptune Sciences, Inc. project that solves a multi-static active sonar optimization problem in an arbitrarily complex environment. SCOUT combines several techniques to identify optimal locations and “ping” times for a discrete set of active sonars and receivers in a complex propagation environment. The Phase I results involve a novel adaptation of genetic search algorithms and efficient solutions to multi-dimensional signal excess predictions. The Phase II work will build a prototype Tactical Decision Aid (TDA) with automatic decisions in an expert sub-system to maximize detection
