Abstract

MAINTAINING COMMAND-AND-CONTROL COMMUNICATIONS CONNECTIVITY CONTINUOUSLY THROUGH PRE-, TRANS-, AND POST-ATTACK PERIODS IS ESSENTIAL. COMMUNICATION LINKS FOR THIS APPLICATION SHOULD BE NONDENIABLE (BY NUCLEAR DETONATION) AND NONINTERRUPTABLE, AND SHOULD ALSO ALLOW COMMUNICATIONS WHILE IN MOTION AND HIGH DATA RATES. HOWEVER, CONVENTIONAL COMMUNICATION TECHNIQUES ARE ILL SUITED FOR USE IN THIS APPLICATION OR OFFER ONLY LOW DATA RATES. THE PROPOSED PROGRAM WILL EXAMINE A SOLUTION BASED UPON A COMBINATION OF A NONDENIABLE COMMUNICATION TECHNIQUE (IONOSPHERIC-SCATTER, METEORBURST, AND TROPOSCATTER) AND DATA COMPRESSION. THE ISSUES INCLUDE POWER, ANTENNAS, PATH LOSS, PATH AVAILABILITY, CHANNEL STBILITY, DATA RATES, AND INTERCEPTABILITY.
