Abstract

This proposal presents a system dynamics model of the weapons development and acquisition process. The system dynamics modeling methodology differs from conventional modeling techniques in that is easily incorporates the non-linear feedback linkages and decision-making functions that are so necessary for realistic simulations of management systems. The proposed model includes a representation of USN weapons development, the technical analysis process and the complicated tradeoff structure that underlies management decision-making. The model is composed of many "modular" components that can be replicated to reflect any specific weapons program. Changing the parameter values of each module allows the model user to represent every important step in the development process. Using the model to simulate program development permits management to identify high risk areas and to test the effectiveness of alternative actions designed to reduce those risks.
