Abstract

This project is developing a distributed cognitive spectrum management (CSM) solution that significantly reduces the user control burden and dynamically optimizes a network’s use of spectrum in real-time to changing conditions. In the base period, Phase II will adapt the Phase I CSM solution to manage the WNW OFDM SiS operational environment and enhance the technology readiness level of the CSM solution by verifying operation and characterizing performance on a software defined radio (SDR) platform running a subset of features included in the current WNW OFDM instantiation. In the option period, the Phase I AJ/CSM solution will be integrated into the base solution and prototyped to bring the technology readiness level of the AJ/CSM solution to level 5 and to verify the operation and characterizing performance on target hardware platform. Finally, a second option for a development and simulation effort is proposed to address design and software issues associated with integrating NC-OFDM into WNW and the AJ/CSM solution suite which could further improve performance and enable operation in additional bands / locations but is presented as an additional simulation-only option due to the current power amplifier performance limitations while operating under NC-OFDM.
