Abstract

This Phase I effort proposes to prototype and demonstrate a Case-Based Reasoning Tool for Command and Control Warfare (C2W) Strategy Development. Our effort is motivated by the need to thoroughly understand and graphically depict vulnerabilities in the information battle space since Intelligence Preparation of the Battle Space (IPIBS) is the fundamental basis for successful execution of C2-attack and C2-protect operations. The Case-Based Reasoning Tool for Command and Control Warfare Strategy Development consists of four main modules: 1) the Knowledge Elicitation (KE) Module uses personality and individual trait instruments to determine the personality and cognitive styles of key military leaders; 2) the Decision-Making Library maps specific decision making styles to the cognitive styles identified by the KE Module; 3) the Command and Control Characterization Module characterizes C2 nodes and C2 links as a function of information infrastructure given a particular country or region; and 4) the Case-Based Reasoning (CBR) Module determines C2 vulnerabilities as a function of C2 characterization and decision-making style. We propose graphic representations of C2 vulnerability for enhanced understanding and visualization of the Information Battle Space. Following the demonstration, we will evaluate the concept's potential for full-scope development. The proposed Case-Based Reasoning Tool for Command and Control Warfare Strategy Development has considerable potential in markets involving complex information systems and information management. Domains such as banking, telecommunications, and the internet would greatly benefit from a tool developed to provide system vulnerability assessments.
