The benchmark ratio is the minimum number of Phase II awards the SBC must have received for a given number of Phase I awards, during a specified number of years. This ratio is applied to awards received over the prior 5, or 10 fiscal years. These benchmarks are applicable to Phase I applicants that have received more than 20 Phase I awards during the specified length of period.
The number of Phase II awards considered are inclusive of the most recently completed fiscal year, whereas the number of Phase I awards considered exclude the most recently completed fiscal year. For example, if a SBC submits its application in fiscal year 2013, the agency may require that the SBC have received at least 1 Phase II award (during fiscal years 2008 – 2012) for every 4 Phase I awards it has received (during fiscal years 2007 – 2011).
